Crime statistics in Ciudad Victoria, Tamaulipas, indicate that theft and domestic violence are the most frequent offenses. Reports from the Observatorio Ciudadano Tamaulipas show that theft accounted for 21.99 percent of total crimes, while domestic violence represented 17.09 percent. The domestic violence rate in the city was reported to be 1.5 times higher than both state and national averages.

In response to these figures, the Guardia Estatal increased surveillance patrols in high-traffic areas, such as commercial establishments and public squares.

Later, José Luis Loperena González, coordinator of the Security and Justice Table of Victoria, noted that a lack of formal complaints from citizens and businesses is hindering efforts to combat robberies. He stated that without formal legal filings, law enforcement has limited capacity to pursue suspects, describing the issue as a break in the communication chain between society and the government.
