In August 2026, Željko Mihelić, President of the Croatian Chamber of Agriculture (HPK), proposed the creation of a domestic restructuring fund. This proposal aimed to help the agricultural sector adapt to a “catastrophic drought” and increase competitiveness by investing in new technologies, improved irrigation, and updated production structures.

By September 2026, the Croatian Government approved several support measures, including a 10 million euro program to assist with autumn sowing for winter crops to mitigate high production costs and climate risks. Additionally, 20 million euros were allocated to address fishing capacity imbalances. 

Furthering the HPK’s strategic goals, a new model for the grain sector was proposed involving the construction of five large-scale silos in Slavonian counties. These facilities, intended to be owned by producer organizations, would allow farmers to better control the timing of their sales.
