The Croatian financial sector is navigating various regulatory and security challenges. The Croatian National Bank (HNB) has issued warnings regarding fraudulent online content and social media scams that falsely claim HNB officials are promoting a fictitious national pension savings program.

Concurrently, the financial landscape is seeing increased activity in the capital market, characterized by rising retail investor participation and successful IPOs. Anamarija Staničić of the Croatian Financial Services Supervisory Agency (Hanfa) noted that the market is seeing real economic growth rather than just speculative price increases, supported by successful IPOs and SPOs from companies such as Žito, Tokić, Bosqar, and Ing-grad. Furthermore, the Zagreb Stock Exchange indices have grown by more than 20 percent annually over the last three years, leading more citizens to participate in public offerings and government bonds as an alternative to low-interest bank savings. Pension funds currently manage approximately 30 billion euros in citizen assets, having generated over 11 billion euros in returns.

To manage risks such as rising household debt and a decade-low capital ratio caused by increased lending and dividends, the HNB is implementing macroprudential measures, including tighter credit criteria and increased capital requirements for the banking sector. This oversight aims to ensure banks can absorb potential losses amidst global geopolitical uncertainties. Additionally, the economy is anticipating a significant wave of ownership changes in medium and family-owned companies as the current generation of entrepreneurs approaches retirement, driving increased interest in the M&A market from domestic and foreign investors.
