The Ivorian government is focusing on modernizing civil status and identity systems to ensure residents can access fundamental rights such as healthcare, education, and voting. During the 9th Identity Day in Abidjan, officials highlighted efforts to prevent individuals from becoming ‘administratively invisible’ through the implementation of a national identification number. A significant component of this initiative involves using biometric identification to secure academic and professional diplomas. To combat forgery, authorities are working toward promoting interoperability between identity verification platforms and diploma production systems, intensifying automated verification, and ensuring strict data protection during authentication. During the 2026 International Identity Day, the Office National de l'Etat Civil et de l'Identification (ONECI) reaffirmed this commitment, emphasizing the necessity of providing every citizen with a reliable legal and digital identity to guarantee access to essential services, including health, education, and voting rights. ## Timeline ### 2026-09-16: West African nations mark International Identity Day 2026 West African nations, including Burkina Faso, Côte d'Ivoire, and Ghana, marked International Identity Day 2026 by promoting biometric security, digital identity, and expanded registration services. 8 sources. https://clstr.news/cluster/cte-divoire-advances-digital-identity-and-diploma-security-at-id-day-2026 ### 2026-09-15: Côte d’Ivoire launches talent programs in education and arts ABB Consulting and the Ivorian Embassy in Guinea launched a digital training program for 1,000 students, while the JAMSALAM 2026 residency recognized Ivorian artist Xavier-François Ouacabessay Kouamé. 3 sources. https://clstr.news/cluster/cte-divoire-launches-talent-programs-in-education-and-arts --- Cite as: Côte d’Ivoire identity and civil status modernization.
