Following the May 1 U.S. executive order expanding sanctions, French carrier CMA CGM announced on 15 July that it had suspended all cargo reservations involving Cuba, leaving dozens of containers at Kingston, Jamaica, including a shipment of more than 3.5 million syringes and needles destined for Santiago de Cuba. German carrier Hapag‑Lloyd likewise halted reservations, citing compliance risks.

On 22 July, Cuban importer Medicuba S.A. reported that ten containers held in Jamaica – five arriving on 14‑16 June with arteriovenous lines, fistula needles and dialyzers for over 3,000 dialysis patients, and three with blood bags – remained detained, while two containers in Cartagena, Colombia contained 500 mg sodium valproate tablets for epilepsy treatment. The firm warned that the prolonged hold threatens public health and blamed the U.S. embargo.

By early August, health professionals described the broader fallout. A 78‑year‑old dentist in Cienfuegos said the embargo has forced clinics to operate with scarce supplies and unreliable electricity, lengthening surgical waitlists and contributing to rising infant mortality. Humanitarian aid shipments, including the syringes, continue to be blocked in Caribbean ports, underscoring the acute shortage of essential medical goods on the island.
