Czech authorities are intensifying efforts to enhance national safety and crisis preparedness in response to a shifting European security landscape. Under the leadership of the CEN/TC 325 committee, experts are developing new EN 14383 safety standards based on the Crime Prevention Through Environmental Design (CPTED) strategy to deter criminal activity through urban design.

Civil defense remains a critical concern, as current estimates suggest existing functional shelters can accommodate only approximately three percent of the population. Experts have suggested revitalizing existing shelters and constructing multifunctional facilities that serve civilian purposes during peacetime. To bolster readiness, Václav Pelikán of the Police Presidium has advocated for reviving civil defense exercises and involving youth, such as scouts and medical students, in preparedness efforts.

In response to what Defense Minister Jaromír Zůna described as the “most dramatic transformation in decades,” the government is conducting a comprehensive revision of defense and crisis legislation. This process, aimed at modernizing mobilization regulations and preparing for a “war economy,” is expected to conclude by July next year. While President Petr Pavel and Prime Minister Andrej Babiš have reaffirmed commitment to NATO and Article 5, officials warn of potential increases in hybrid attacks from Russia.

Recent security focuses have expanded to include the protection of critical infrastructure and financial stability. The military and police are conducting exercises, such as Safeguard 2026, to practice securing strategic sites like water facilities and nuclear plants. Simultaneously, authorities are addressing a 79 percent year-on-year increase in damages from bank client fraud, considering new recipient confirmation systems to mitigate financial manipulation.
