Following the collapse of a section of the East-West Road in Agbarho due to heavy rainfall, Delta State Governor Sheriff Oborevwori ordered a permanent solution. Julius Berger Nigeria Plc began emergency restoration work and technical assessments to determine whether a mini-bridge or multi-cell culvert would best address the hydraulic pressure in the area.

Subsequently, the Delta State Executive Council approved a broader series of road reconstruction and rehabilitation projects. These include the first phase of the Warri Ring Road, asphalt overlay for Airport Road, Jakpa Road, and Refinery Road, as well as the reconstruction of the Ugbolu-Illah Road. The state also authorized extensions for ongoing flyover projects in Ughelli and Agbor.
