Residential construction in Osijek-Baranja County experienced a significant increase in 2025, with 1,000 completed apartment units compared to 567 in 2024 and 648 in 2023. The most common completions were two-bedroom and four-bedroom units. This regional growth aligns with a broader national increase in apartment completions across Croatia.

In response to long-term demographic decline, officials in Osijek and Osijek-Baranja County have launched initiatives to attract and retain young families. While the county lost over 47,000 residents over the last decade, 2025 data indicated a positive migration trend, with 386 more people moving to the county than leaving. Additionally, births in Osijek rose to 774 in 2025.

To support these demographic shifts, local authorities are implementing several measures, including the construction of 206 affordable apartments through an APN project and the creation of an affordable housing agency. The city has also invested in childcare infrastructure and increased newborn benefits to 700 euros. A proposed pilot project, ‘Mama, tu smo’, aims to provide postpartum support to mothers. Mayor Ivan Radić noted that the city has seen a 53 percent reduction in unemployment since 2021.
