Efforts to improve digital safety for children and youth have gained momentum through both regulatory advocacy and expert recommendations.

In the European Union, digital economy associations, including AFNUM, have urged the European Commission to establish a harmonized regulatory framework for online child protection. These groups argue that divergent national laws across Member States may weaken the single market and undermine the Digital Services Act (DSA), calling instead for a unified approach to ensure legal certainty and safety.

In Germany, an independent expert commission released a final report titled ‘Child and Youth Protection in the Digital World,’ providing 56 recommendations for digital safety. The Bundeselternrat (Federal Parents' Council) supported the report, noting that responsibility should not fall solely on parents or children. Instead, the council advocates for a support network involving schools and libraries, emphasizing media literacy, improved reporting options, and digital risk training for educators.
