Italian municipalities are adopting digital technologies to modernize urban mobility and parking management.

In Lecce, a €4.9 million digital transformation project is expanding the number of parking meters to 221. These devices will serve as multi-service hubs, enabling contactless payments, ZTL permit checks via license plate, QR code fine payments through the PagoPa system, and public transport subscription recharges. Similarly, Negrar di Valpolicella has launched a service allowing drivers to manage street parking through the Telepass smartphone application using geolocation and license plate registration.

In Rieti, the municipality has introduced the Tap&Park 3.0 application, developed by Municipia. This service allows users to manage and pay for parking in various zones, including Piazza Oberdan, Viale Morroni, Viale Canali, and the Terminillo region, via smartphone. The application utilizes GPS localization to identify tariff zones automatically, though manual selection remains an option.

Further developments include Rome’s Sospas (Smart on street parking system) project, which is deploying high-tech sensors to monitor paid parking. The city aims to have 7,500 sensors installed by the end of 2026, with 3,000 already in place to reduce tariff evasion and parasitic traffic. Meanwhile, Avellino is considering a 10 percent increase in blue line parking tariffs and resident subscriptions, with a proposal to offer the first 15 minutes of parking free of charge. 

Legally, the Corte di Cassazione (sentence no. 3273/2026) has clarified that a lack of coins or the absence of electronic payment options at a parking meter does not exempt drivers from the obligation to pay, noting that failure to display a valid ticket is a violation of the Highway Code.
