A dispute arose between Peru’s Ministry of Transport and Communications (MTC) and the Metropolitan Municipality of Lima (MML) regarding the nature of railway equipment acquired from the U.S. company Caltrain for the Lima-Chosica route. MTC Minister Rafael Rey claimed the arrival of 93 wagons and approximately 20 locomotives was a commercial purchase paid for by the municipality. However, the MML rejected this, asserting the equipment was donated at no cost by the Peninsula Corridor Joint Powers Board. The municipality warned that misrepresenting the transaction could damage diplomatic relations with the United States.

Lima Mayor Renzo Reggiardo has since begun evaluating the transfer of a portion of the approximately 100 donated railway cars to the southern regions of Puno and Tacna. These cars are described as being in “excellent condition” with stainless steel construction, air conditioning, and restrooms. To facilitate this, officials may need to negotiate an amendment to the original donation agreement. In Tacna, the regional governor has already requested support to modernize the Tacna-Arica railway infrastructure.

Concurrently, ProInversión has taken over the process from the MTC to resume train services between Lima and Chosica. The agency is conducting technical and legal evaluations to ensure tracks and rolling stock are adapted for passenger service and aims to sign an addendum to the concession contract this year to facilitate the use of the Caltrain equipment.
