Following the formal restoration of diplomatic and consular relations between the Dominican Republic and Venezuela on August 2, 2026, the Dominican Republic officially reopened its Consulate General in Caracas on October 1, 2026. This reopening marks a step toward normalizing relations after a rupture in July 2024. Led by Consul General Héctor Pastor Vásquez, the Caracas consulate is located in the Multicentro Empresarial del Este in the Chacao municipality. The mission offers a full range of services, including visas, passport applications, legal certifications, notary powers, and assistance for Dominican citizens. As a result of the reopening, all new visa applications for Venezuelan nationals must be processed through the Caracas mission. The Dominican Republic's Consulate General in Bogotá, Colombia, ceased accepting new visa applications from Venezuelan citizens on September 30, 2026. The Ministry of Foreign Affairs (MIREX) clarified that the Bogotá office will continue to complete applications already registered in the Mission Management System (SGM), but documents processed in Colombia will not be transferred to Venezuela for pickup. ## Timeline ### 2026-09-29: Dominican Republic reopens Consulate General in Caracas The Dominican Republic has reopened its Consulate General in Caracas, Venezuela, restoring essential consular services after a diplomatic rupture in 2024. 3 sources. https://clstr.news/cluster/dominican-republic-reopens-consulate-general-in-caracas ### 2026-09-27: Dominican Republic reopens consulate in Caracas The Dominican Republic will reopen its consulate in Caracas on October 1, 2026, requiring Venezuelan nationals to process visas there instead of in Bogotá. 9 sources. https://clstr.news/cluster/dominican-republic-reopens-consulate-in-caracas ### 2026-09-13: Dominican Consulate in Madrid receives 4.8-star rating The Dominican Republic's Consulate General in Madrid has received a 4.8-star Google Maps rating following its move to modern, highly accessible new facilities aimed at improving services for citizens in Spain. 2 sources. https://clstr.news/cluster/dominican-consulate-in-madrid-receives-48-star-rating --- Cite as: Dominican Republic-Venezuela diplomatic relations.
