On 23 July 2026, President Félix Tshisekedi endorsed the Inspectorate General of Finance (IGF) 2026–2028 strategic plan, which aims to replace manual financial controls with a continuous, data-driven monitoring system for all state-generated flows. This follows performance conferences held by the Ministry of Budget from 13 to 23 July, where 61 of 64 public administrations reviewed over 1,600 indicators to prepare a budget-program scheduled for implementation on 1 January 2028. While the process showed increased use of strategic objectives, it flagged challenges including weak program strategies and the need for staff capacity-building.

A budget-monitoring report released on 10 July indicated that while personnel expenditures reached 91.4% of forecasts, overall budget execution was only 45.8% by the end of April 2026. Investment spending lagged significantly, with equipment spending at just 0.7% and construction at 16.6%. Sectoral execution varied, with education at 81.3%, health at 22.6%, and economic affairs at 16.7%.

To further digital administration, the DRC is developing a national digital window to create a unified, interoperable access point for public services, following the May decree and the June launch of ‘RDC Pass’. This initiative seeks to prevent ministries from developing isolated platforms and reduce administrative delays. Additionally, in Goma, digital literacy is being promoted as a tool for youth entrepreneurship and financial autonomy amidst ongoing security instability.
