Religious celebrations across Odisha progressed from the observance of Maha Navami and Durga Puja to the specific Vijayadashami rituals in Puri.

Initially, festivities centered on community pandals and Shakti Peethas in cities like Bhubaneswar, Cuttack, and Puri. These celebrations included ceremonies such as Chandi Path and Homa-Yajna, with local authorities implementing crowd management and CCTV surveillance to handle high footfall.

As the festival transitioned to Vijayadashami, significant rituals were held at the Shree Jagannath Temple in Puri. The Holy Trinity underwent the Raja Besha, where deities were adorned with sandalwood paste and 32 varieties of gold ornaments. The ceremonies also featured Ayudha Puja, involving the worship of sacred weapons, and the Bira Besha procession.
