Dutch municipalities are undergoing significant administrative and developmental transitions for the 2026–2030 term, with a focus on affordable housing, sustainability, and social services. While many towns have installed new executive boards, others face political stalemates over issues such as asylum-seeker housing.

Developmental efforts are increasingly complicated by severe electricity grid congestion. Since July 1, 2026, grid operators have had the authority to place new housing projects on waiting lists if sufficient transport capacity is unavailable. This triggered a surge in building permits; Statistics Netherlands (CBS) reported that permits rose to 10,800 in May 2026, significantly above the monthly average of 7,100 seen since early 2022. This spike is attributed to developers attempting to secure approvals before new congestion rules took effect. Consequently, planned construction costs for permitted homes reached 6.3 billion euros in the second quarter of 2026, nearly double the previous year.

To manage these constraints, municipalities are increasingly adopting the national ‘Eerder Aanvragen’ (Earlier Application) regulation. This allows developers of housing and educational projects to request grid transport capacity much earlier than previously possible to secure a better position on waiting lists. In Meppel, developers must register by September 2, 2026, to be included in a single project list submitted to Enexis. Similar registration drives are underway in Goeree-Overflakkee, Noordenveld, Roosendaal, and Eemsdelta, with deadlines ranging from late August to early September 2026. In Eemsdelta, an independent committee will assess applications to determine the submission order to Enexis. While these measures aim to mitigate delays for projects intended for completion by 2036, registration does not guarantee that capacity will be granted.
