Furthermore, a lack of alignment exists between municipal schemes and the national ISDE subsidy regarding application timing.

Nationally, the ISDE has facilitated approximately 1.5 million sustainability measures in private homes over the last decade. Data from the RVO indicates a sharp increase in applications starting in 2023, with over 355,000 measures subsidized in that year alone, primarily driven by heat pumps and glass insulation. While municipalities like Zeewolde are developing heat programs to meet 2050 gas-free targets, officials note that a full electricity grid remains a significant complication for implementing these solutions.
