To prepare for stricter regulations under the amended Tobacco Hazards Prevention Act, the Health Promotion Administration launched 431 recycling points and dedicated collection bins across the country on September 8. These locations, primarily situated at local health bureaus, health centers, and addiction prevention centers, allow for anonymous disposal without requiring personal information. In Pingtung County, for example, bins have been deployed at the local Health Bureau and 33 township and city health centers.

The recycling initiative serves as a buffer before the new law takes effect, which will prohibit the possession of e-cigarettes. Once the law is enacted and a one-month grace period concludes, individuals found in possession of such items could face fines between NT$30,000 and NT$100,000 and the confiscation of products.

Health officials have emphasized the risks associated with e-cigarettes, citing nicotine addiction, exposure to heavy metals and formaldehyde, potential lung injuries (EVALI), and negative impacts on adolescent brain development. While some citizens have suggested using convenience stores for collection, authorities maintain that health centers are more appropriate for providing smoking cessation information during the disposal process.
