In Serbia and Montenegro, government commitments regarding economic targets and infrastructure development are facing significant delays. 

In Serbia, officials including President Aleksandar Vučić and Finance Minister Siniša Mali had pledged that average salaries would reach 1,400 euros and pensions 650 euros by the end of 2027; however, current data indicates average net salaries are approximately 1,000 euros and pensions are roughly 480 euros. Infrastructure setbacks include the National Stadium in Surčin, originally intended for a 2026 completion, which is now expected to be finished around 2028. Additionally, a major road tender for the Čevo-Nikšić section is likely delayed until 2027 due to insufficient budget allocations.

Montenegro is experiencing similar delays with the Cetinje–Čevo–Nikšić highway section. Although procurement was planned for 2026, the current budget allocates only 125,000 euros toward the project, which is insufficient for the multi-million euro undertaking.
