Egypt is implementing strategies to stabilize its energy sector and increase the economic value of its mineral resources. Petroleum and Mineral Resources Minister Karim Badawi has prioritized the development of industrial complexes to process phosphate into high-value products, such as phosphoric acid and fertilizers. Key projects include the Abu Tartur phosphoric acid project in New Valley and an integrated phosphate complex by the Elsewedy Group.

To address a domestic gas supply deficit, the government is focusing on increased exploration and drilling. Minister Badawi reported that increased activities have helped mitigate the natural decline in domestic gas production that began in 2021, noting that the settlement of outstanding debts to international partners by June has restored market confidence. Efforts are also underway to accelerate the development of the offshore Harmattan gas field in the Mediterranean. This $500 million joint venture between bp and ADNOC’s XRG aims to eventually reach an output of 200 million cubic feet of gas per day and 4,400 barrels per day of petroleum condensates. The project involves connecting the field to Ha’py production facilities via a 50-km pipeline.

Prime Minister Mostafa Madbouly has further emphasized increasing crude oil and natural gas production to ensure the availability of strategic petroleum reserves. Presidential directives have called for providing incentives to foreign partners to expand exploration and field development activities to support market stability.
