The Egyptian Financial Regulatory Authority (FRA) has initiated efforts to integrate sustainability and social responsibility into the non-banking financial sector. Initially, the FRA established a working group chaired by Vice Chairman Tarek Seif to transition corporate social responsibility (CSR) from isolated projects into an integrated institutional system. This group focuses on developing regulatory frameworks, enhancing financial inclusion, and aligning initiatives with national sustainable development goals.

Following this, the FRA expanded the mandates of the Regional Center for Sustainable Finance and Carbon Markets. The Center has been designated as a technical expertise, research, and training hub. Its expanded responsibilities include conducting studies, developing professional certification programs, and managing a sustainable finance observatory. Additionally, the Center’s scope now encompasses the low-carbon economy and carbon market activities, including capacity building for carbon experts and the development of monitoring, reporting, and verification (MRV) frameworks. The FRA has explicitly separated the Center’s technical functions from its own regulatory and supervisory powers.

Building on these developments, the FRA is further refining the non-banking financial sector by working to enhance the Egyptian Movable Collateral Registry. This involves engaging with stakeholders and creditors to improve the electronic operating system and procedures to facilitate financing through movable assets. Furthermore, the FRA has approved 11 new entities to conduct various non-banking financial activities, including real estate and agricultural investment funds, debt collection, healthcare third-party administration, and special purpose acquisition companies (SPACs) such as Tafra Investment Group and Spark SPAC.
