# Egyptian national development and education reforms

Egyptian President Abdel Fattah al-Sisi has initiated several legislative and administrative measures focused on national development and education reform.

In July 2026, President Sisi signed Law No. 147 of 2026 to restructure the Future Egypt Agency for Sustainable Development, aiming to bolster the national economy through designated sustainable-development zones. During this period, the government also began planning the expansion of technical schools through international partnerships with Italy and Germany.

By late August 2026, focus intensified on preparations for the 2026/2027 academic year. Following meetings with the Prime Minister and relevant ministers, President Sisi issued directives to mitigate the financial burden on families by governing school fees and increasing exhibitions for affordable school supplies. He also mandated that the minimum wage be applied to all school staff, including teachers, technicians, and administrators.

A central component of these reforms is the implementation of the Egyptian Baccalaureate system, which has received accreditation from the International Baccalaureate organization. To ensure consistency, the President instructed that examinations must be drawn “exclusively from official ministry textbooks and assessment guides.” To further support the education sector, the government is working on the ‘Study in Egypt’ initiative, designed to improve the system for international students to boost cultural ties and foreign currency inflows.

In addition to educational oversight, the President has ordered investigations into the ‘Global Paradigm’ school incident, following allegations of unauthorized financial commitments totaling approximately 319 million EGP. 

In the higher education and economic sectors, the administration continues to pursue the expansion of international programs and joint degrees. Simultaneously, Prime Minister Mostafa Madbouly has highlighted the outsourcing and digital services sector as a vital economic driver, noting that Egypt hosts approximately 252 companies with over 195,000 specialists.
