In one case, a 40-year-old man, Leung Kam-chiu, pleaded guilty to eight counts of fraud involving fake water filter installations. Between July and October 2024, Leung allegedly impersonated social workers or company staff at various public housing estates, claiming installations were covered by government subsidies before demanding payments of HK$2,500 to HK$3,000 from victims. A second defendant, Chan Mau-cheung, pleaded not guilty to charges related to performing the installations.

Separately, police in Kwun Tong arrested a 56-year-old man for conducting “guess who I am” phone scams. In these incidents, scammers impersonated family members in police custody to solicit bail money. Two elderly victims lost over HK$200,000 in total. Following these incidents, discussions have surfaced regarding protective measures such as the Hong Kong Monetary Authority’s “Money Safe” service to prevent unauthorized transfers.
