Authorities in Hai Phong have launched investigations into several companies and individuals regarding environmental pollution and financial misconduct.

On October 26, police detained Phung Van Huy, director of HT88 Environment Co., Ltd., along with two employees. The group is alleged to have used legitimate business entities as a cover for extortion and environmental pollution near the An Phat 1 Industrial Park.

By October 31, the Supreme People’s Procuracy indicted Bui Van Binh, director and chairman of Tan Thuan Phong Co., Ltd., for causing environmental pollution and violating accounting regulations. Binh is accused of directing subordinates to use dual accounting systems to evade taxes, with reported evasion exceeding 410 billion VND between 2021 and August 2025. This reportedly caused a tax loss of more than 12 billion VND. The company is also accused of illegally transferring approximately 985 tons of “burnt sand” waste for landfilling and site leveling instead of proper processing.

Other indicted individuals include Binh’s son, Bui Duc Huy, and accounting staff from Tan Thuan Phong, including the Deputy Head of Accounting and the cashier. Additionally, Bui Dinh Chung, an operator of Dong Duong 3 Co., Ltd. and Hong Van Co., Ltd., has been charged with environmental pollution. New allegations in the indictment suggest Binh instructed his daughter, Bui Thuy Linh, to arrange over 50 billion VND for his second wife, Tran Thi Giang Huong, in an attempt to mitigate legal consequences and reduce penalties.
