Climate-related disasters are increasingly impacting the European Union’s economy and public finances. Data from the European Environment Agency shows that between 1980 and 2024, extreme weather events caused approximately 822 billion euros in economic losses, with one-quarter of those losses occurring in the last four years. Floods, storms, and heatwaves are the primary drivers of these damages. A significant insurance gap exists, as only about 25 percent of these losses are covered by insurance, leaving households and national budgets to absorb the remaining costs.

In response to these escalating risks, EU climate commissioner Wopke Hoekstra has stated that governments must more than double their spending on climate adaptation. The European Commission estimates that climate disasters are already reducing the bloc’s GDP by 1%, a figure that could reach 7% by the end of the century. To mitigate these impacts, the Commission suggests that approximately 70 billion euros is required annually for measures such as flood prevention and urban cooling.
