The European Commission has initiated a public consultation regarding a draft list of non-OECD countries authorized to import non-hazardous waste from the EU, effective May 21, 2027. This follows a 2024 regulation intended to prevent the transfer of environmental burdens to nations with limited waste management capacity. Under these proposed rules, companies must conduct independent audits of destination facilities, with negative results halting exports to specific sites. Additionally, a ban on plastic waste exports to non-OECD countries is scheduled for November 21, 2026.

Industry representatives continue to warn of market disruptions. The Bureau of International Recycling (BIR) has cautioned that the draft delegated act excludes major Asian destinations, such as India, Malaysia, and Thailand, from receiving ferrous and non-ferrous metal waste for recovery. BIR notes that these restrictions may not create sufficient domestic demand or processing capacity within Europe to absorb affected volumes, which could depress recycled material prices, weaken collection incentives, and undermine international supply chain investments.

In Spain, the Spanish Federation of Recovery and Recycling (FER) has echoed these concerns, warning that limiting exports without adequate domestic demand could lead to material accumulation and price drops. Meanwhile, in Extremadura, discussions have focused on transforming waste into resources and improving the collection of large appliances to foster economic growth.

New criticisms have emerged regarding specific metal scrap. Evangelos Mitilineos, Executive President of Metlen, accused the Commission of abandoning commitments to prevent the mass outflow of aluminum scrap. He stated the Commission is driving secondary aluminum smelters into despair by replacing previous pledges for targeted measures with indefinite discussions. This follows reports that EU aluminum scrap exports reached a record 1.27 million tonnes in 2025, including a 243% surge in exports to the United States.
