While regional leaders in the Canary Islands have welcomed the shift, viewing it as an opportunity to apply Article 349 of the Treaty on the Functioning of the European Union to prevent disproportionate structural costs, some critics have emerged. Cyril Comte of Groupe Citadelle argued that the move reinforces a system in need of fundamental reform. Leaders continue to emphasize that political recognition must be accompanied by concrete financial commitments within the 2028-2034 Multiannual Financial Framework to address local issues like youth unemployment and poverty. In a move toward greater institutional cooperation, authorities from the ORs are advancing the creation of a formal Association of Ports of the Outermost Regions.
