In early July 2026 the German state of Bremen introduced a mandatory dog‑owner licence (Hundeführerschein), requiring a theory test and a practical exam within a year, together with micro‑chip registration and liability‑insurance. Around the same time Austria rolled out a compulsory animal‑owner qualification, the Tier‑Führerschein, covering dogs, amphibians, reptiles and selected parrots. The Austrian rule was later refined to a competency certificate that obliges first‑time owners of the same species to complete at least four hours of theory (and two hours of practical training for dogs), with nationwide validity and exemptions for existing owners, veterinarians, certified trainers and rescue or service animals. Stricter breeder standards were also introduced.

Further developments followed. From 1 July 2026 Austria became the first EU member state to enforce a mandatory “dog licence”, reinforcing its effort to curb unregulated breeding and improve animal welfare. In Germany, new transport regulations require dogs to be secured in vehicles, with fines of €35 for non‑compliance and potential liability of up to €47,000 in accidents. The German measures note that only Niedersachsen and Bremen currently mandate a dog‑owner qualification, aligning with Bremen’s licence schedule.

Both countries cite public‑safety and responsible ownership, while facing challenges in course provision, enforcement capacity, and the overall effectiveness of licensing and safety rules in preventing incidents.
