# European sustainable aviation fuel development

The European Union is seeing significant growth in sustainable aviation fuel (SAF) capacity and supply, driven by technological advancements and regulatory mandates.

In 2025, SAF supply in the EU nearly sextupled to 1.1 million tonnes, representing 2.8% of the 39.3 million tonnes of total aviation fuel supplied across EU airports. This volume surpassed the 2% mandatory quota set by the ReFuelEU Aviation regulation. The European Union Aviation Safety Agency (EASA) reported that SAF availability expanded from 33 airports in 2024 to 121 airports across the 27 member states in 2025, helping to avoid an estimated 3.33 to 3.77 million tonnes of greenhouse gas emissions. While 84% of the SAF supplied was produced within the EU, much of the raw material originated from outside the bloc.

Industrial efforts to expand this supply include new technological and infrastructure developments. A partnership between Shell, Fraunhofer IKTS, and AVL is working to develop a next-generation power-to-liquids process to produce synthetic e-SAF. Additionally, SkyNRG is developing Europe’s first dedicated greenfield SAF production plant in Delfzijl, Netherlands, which is expected to be operational by 2028 and convert residual fats and greases into approximately 100,000 tons of SAF annually.

In Romania, rising SAF demand is creating commercial opportunities for the agricultural sector. Discussions indicate that cultivating short-cycle sunflowers following autumn cereals could provide farmers with a secondary income stream and a reliable feedstock source for the biofuel industry without reducing land used for food production.
