Discussions regarding the European Union’s long-term financial and security strategy have intensified. Initially, European Parliament Vice President Javi López advocated for increased allocations toward industrial policy, defense, and security within the 2028-2034 Multiannual Financial Framework (MFF). López highlighted the necessity of building a “network of medium powers” to safeguard European freedoms against a “hostile global landscape” involving Russia, China, and the United States.

As negotiations progressed into October 2026, the European Parliament prepared for a plenary session to debate the upcoming EU summit and budget negotiations. While leadership emphasized strategic needs, several member states, including Sweden and Finland, called for significant reductions in the proposed 2028–2034 budget, suggesting cuts of several hundred billion euros.

Regarding security, the Parliament moved toward approving a new program for agile and rapid defense innovation, prompted by the security situation following Russia’s war in Ukraine. These discussions also addressed concerns over EU air defense capacities and potential Russian hybrid attacks targeting various member states.
