Water scarcity driven by extreme weather and prolonged droughts is increasingly impacting European economic stability. The European Central Bank has noted that droughts cause approximately 9 billion euros in annual damages to the continent, with surface water scarcity potentially threatening 15% of the eurozone's total economic output.

In Germany, low water levels in major rivers such as the Rhine, Danube, and Elbe have disrupted production and transport. On the Rhine, barge capacity has dropped to one-fifth of normal levels, causing shipping costs for raw materials to more than triple.

Local providers are facing significant pressure to modernize. A survey from the Thüga Group, Germany's largest network of municipal energy and water utilities, indicates that 86 percent of municipal water suppliers view their investment requirements for securing future supplies as ‘high or very high’. This is driven by declining groundwater levels and changing precipitation patterns. Furthermore, 76 percent of surveyed companies report that current water prices are insufficient to cover the costs of necessary modernization and expansion.

In response to these challenges, the state of Sachsen-Anhalt has launched five projects to strengthen its drinking water supply, utilizing approximately 83 million euros from the European Regional Development Fund. These initiatives aim to create an additional capacity of roughly 58,000 cubic meters of drinking water per day through measures such as expanding the Wienrode waterworks and reactivating the Beesen waterworks. Meanwhile, in Niedersachsen, approximately 60 percent of the state is experiencing moderate to severe drought, particularly in the southern and central regions, posing risks to agriculture and groundwater replenishment.
