In Burkina Faso, the national fiscal landscape is characterized by significant debt and specialized funding mobilization. By March 2026, central administration debt reached 8,731.5 billion FCFA, a substantial increase from 4,765 billion FCFA at the end of 2020. To address security needs, the Patriotic Support Fund (FSP) has seen rapid growth, mobilizing 250.16 billion FCFA by late September 2026, which represents 125.08% of its 200 billion FCFA annual target. Prime Minister Rimtalba Jean Emmanuel Ouédraogo noted this is a significant increase from the 142.60 billion FCFA mobilized during the same period in 2025. These funds are intended to provide equipment and operational capabilities for the Volunteers for the Defense of the Homeland.

To manage recurring deficits, Burkina Faso has increasingly relied on regional credit markets, raising over 1,000 billion FCFA on the UMOA public securities market since the start of 2026. Between October 12 and 30, 2026, the government scheduled a new 100 billion FCFA ten-year bond issuance. While intended to spread out repayments, the use of high-cost regional borrowing with interest rates between 6.60% and 7% has raised concerns regarding long-term fiscal stability and the potential for a crowding-out effect on local businesses.

In Senegal, the administration under President Bassirou Diomaye Faye is restructuring economic measures. The government plans to increase energy subsidies to 790.3 billion FCFA in 2026 to counter rising oil prices, transitioning from product-based subsidies to targeted individual support. Additionally, the state is projecting 70 billion FCFA for family security grants to assist vulnerable populations.
