An analysis by Aviseo Conseil indicates a fiscal imbalance where private companies generate approximately $1.7 billion in annual tax and para-fiscal revenues for the provincial government, yet local municipalities and MRCs receive only between $742 million and $811 million in return. This results in a yearly surplus of nearly $1 billion flowing from the region to the provincial level.

Micheline Anctil, interim president of the Assemblée des MRC de la Côte-Nord, has highlighted concerns regarding the lack of local reinvestment needed to support regional development and services amidst a persistent demographic decline. 

In response to local pressures, community organizations have launched the ‘Le communautaire à boutte’ movement, demanding $10 million in emergency funding. As provincial elections approach, organizers are lobbying candidates to secure immediate aid and seek long-term discussions regarding funding indexation. These groups are advocating for more flexible, mission-based funding to help maintain staff and regular activities rather than relying on short-term, project-specific grants.
