Heavy rainfall and upstream runoff caused significant flooding in Nghe An province, submerging homes, farms, and severing transportation routes. 

Initial response efforts in Nghia Loc commune focused on the evacuation of residents and livestock. Local authorities, including the Military Command and commune police, coordinated the rescue of various animals, such as pigs and chickens, from submerged farms. As floodwaters began to recede, government forces assisted residents with cleaning properties and moving rice out of affected areas.

By September 19, the flooding caused critical infrastructure damage, including the washing away of a local bridge. In Yen Hoa commune, rescuers used a small boat and ropes to navigate the high, fast-moving currents of the Hoi Nguyen River to perform an emergency medical evacuation. A 5th-grade student suffering from seizures was transported via boat to medical facilities, where their condition was later reported to have stabilized.
