Sources: 4. Developments: 2. The city of Foggia, Italy, is facing significant challenges regarding the management and maintenance of its public infrastructure and urban decorum. Initial concerns were raised by the WWF regarding the abandonment of 30 defunct underground ecological islands. These waste management structures, which represented an investment of over 2 million euros, suffered from operational failures, including electromechanical breakdowns and inadequate maintenance, eventually contributing to the bankruptcy of the managing company, Amica SpA, in 2012. Further administrative difficulties have emerged regarding the maintenance of public green spaces. The TAR Puglia regional administrative court annulled a public tender for horizontal and vertical green space maintenance following an appeal by the Montemaggiore cooperative. This ruling, which cited procedural errors, has led to political criticism from opposition groups such as Fratelli d’Italia and Forza Italia. These parties have characterized the annulment as a certification of administrative failure, noting that the decision necessitates restarting the procurement process and has resulted in delays for essential urban services. ## Timeline ### 2026-10-05: Foggia public green space tender annulled by TAR Puglia The TAR Puglia court has annulled Foggia's public green space maintenance tender following an appeal, leading to political criticism and significant delays in urban maintenance services. 3 sources. https://clstr.news/cluster/foggia-public-green-space-tender-annulled-by-tar-puglia ### 2026-09-30: Foggia: WWF flags abandoned underground waste systems WWF Foggia is calling for an inspection of 30 abandoned underground waste disposal units in Foggia that cost over 2 million euros but failed due to mismanagement and technical issues. 2 sources. https://clstr.news/cluster/foggia-wwf-flags-abandoned-underground-waste-systems --- Cite as: Foggia municipal infrastructure and maintenance issues.
