FRELIMO Secretary-General Chakil Aboobakar has initiated a series of provincial visits to reform party engagement and prepare for the upcoming 13th FRELIMO Congress, scheduled for July 2027. In mid-September, Aboobakar visited Gaza province, signaling a “new era” for the ruling party. He called for leaders to move away from arrogance and instead adopt a methodology of “humility, dedication, and accountability” to better serve the community. This shift follows directives from Party President Daniel Chapo. By late September, the focus shifted to Nampula province, where Aboobakar, acting as head of the Central Congress Preparation Cabinet, began assessing logistical and organizational capacities for the 13th Congress. These visits include meetings with provincial party organs and local populations to discuss theses for the congress and promote recommendations from the XI National Cadre Conference. ## Timeline ### 2026-09-27: Mozambique and Botswana sign eight agreements to boost bilateral cooperation Mozambican President Daniel Chapo is on a state visit to Botswana, signing eight agreements to boost cooperation in health, tourism, and defense, and advancing the US$6.5 billion Techobanine port project. 17 sources. https://clstr.news/cluster/frelimo-secretary-general-visits-nampula-for-congress-preparations ### 2026-09-10: FRELIMO leader Chakil Aboobakar signals new era of party engagement FRELIMO Secretary-General Chakil Aboobakar is visiting Gaza province to promote a new era of leadership focused on community proximity and accountability ahead of the 2027 party congress. 2 sources. https://clstr.news/cluster/frelimo-leader-chakil-aboobakar-signals-new-era-of-party-engagement --- Cite as: FRELIMO party leadership engagement and congress preparation.
