French industrial decarbonization efforts have seen significant financial growth, with anti-pollution investments rising nearly 50% between 2021 and 2024 to reach 3.1 billion euros. This spending is largely self-financed by corporations, with public support accounting for only approximately 7% of total environmental expenditures.

While regional successes persist—such as in Île-de-France, where emissions have dropped 42% since 2005—the national pace of decarbonization has faced volatility. After a slower rate of decline in 2025, new data for 2026 indicates an acceleration, with greenhouse gas emissions projected to decrease by 2.8% for the year, reaching approximately 349.4 million tonnes of CO2 equivalent. This follows a 2.1% reduction recorded in 2025.

The 2026 decline was driven by a sharp 4.1% drop in the first half of the year. The building sector saw a 12.0% reduction, and the transport sector fell by 4.5%, with diesel sales dropping 7.3% due to rising fuel prices. Additionally, the agricultural sector recorded a 1% reduction, characterized by a 2.4% decrease in methane emissions from lower cattle numbers, despite a 2.1% rise in nitrous oxide emissions from nitrogen fertilizer use.

Despite these gains, experts warn the pace remains insufficient to meet the goal of a 50% reduction by 2030 compared to 1990 levels, which requires an annual reduction of approximately 5%. Ecological Transition Minister Monique Barbut described the decrease as “encouraging,” but acknowledged it is not yet enough to meet national objectives. Projections suggest the rate of decline may slow to 1.3% in the second half of 2026 as emissions from the energy industry are expected to rise.

## Timeline

### 2026-10-16: Greenhouse gas emissions decline in Portugal and France
