Garuda Indonesia has transitioned its baggage policy from a weight-based system to a “piece concept,” effective September 1, 2026. Neil Raymond Mills, Director of Transformation at Garuda Indonesia, stated the change aims to provide passengers with clearer information during travel planning to facilitate a “more seamless experience at the airport.”

Under this regulation, weight cannot be consolidated. For example, a quota of “2 pieces x 23 kilograms” allows for two separate suitcases of up to 23 kilograms each, but does not permit a single 46-kilogram bag. Specific allowances depend on the flight route and travel class: domestic economy is limited to one 23-kilogram piece, international economy may allow up to two 23-kilogram pieces, and business or first-class passengers are permitted up to two pieces with a 32-kilogram limit per piece.

Following implementation, Indonesian lawmakers have called for a review of the policy. Alex Indra Lukman, Vice Chairman of Commission IV of the DPR, warned the change could harm the tourism industry and small and medium enterprises (MSMEs) by discouraging travelers from purchasing local souvenirs due to potential extra fees for additional luggage pieces. Additionally, Rivqy Abdul Halim of Commission VI of the DPR urged a reconsideration, citing potential regulatory conflicts with Ministry of Transportation Regulation No. PM 30 of 2021, which stipulates baggage based on weight.
