Concerns regarding media literacy education in Germany have intensified following reports of systemic deficiencies in schools. A survey by the Gesellschaft für Medienpädagogik und Kommunikationskultur and the Deutsches Kinderhilfswerk found that approximately 90 percent of media educators rate current school media literacy as ‘very bad’. Critics noted that the issue stems from a lack of mandatory structures, insufficient teacher training, and a failure to integrate media literacy into official curricula, leaving success dependent on individual teacher commitment.

In response, educational initiatives such as ‘Keine Bildung ohne Medien’ have issued policy demands, including the ‘Media Pedagogy Manifesto – Addendum 2026’. This manifesto calls for the mandatory integration of digital literacy into all curricula and teacher training programs.

These efforts coincide with rising digital hostility in Germany. Data from the Landesanstalt für Medien NRW indicates that 79 percent of respondents have perceived online hate speech, with significant increases in perceived right-wing extremist, antisemitic, and islamist content. To combat disinformation and online aggression, organizations have begun implementing workshops focused on digital civility and argumentation.
