Germany is transitioning from rotational deployments to a permanent military presence in Lithuania to bolster NATO’s eastern flank. As part of this strategic shift, Germany aims to station approximately 4,800 troops by the end of 2027, organized into five battalions. 

To support this deployment, the Lithuanian government has allocated roughly 56.6 million euros for educational infrastructure, including the construction of a new school in Vilnius and the reconstruction of a school in Kaunas to serve the families of the incoming German brigade. 

In preparation for these long-term operations, nearly 3,000 NATO troops, primarily from the German military, have been conducting intensive six-week training exercises in Pabradė. These exercises, known as Freedom Shield I, utilize various assets including drones, electronic warfare, and heavy armor to prepare for defense against a “conventional aggressor.”
