Ghanaian Transport Minister Joseph Bukari Nikpe has called on domestic airlines to reduce ticket prices following a government decision to waive import duties on aircraft parts. During the unveiling of Africa World Airlines’ new 102-seater Embraer E190 aircraft, Nikpe argued that lower maintenance costs and increased capacity should make air travel more affordable, urging carriers to pass savings to travelers.

Domestic airfares remain a significant concern for consumers, a situation linked to ‘the Ghanaian pricing culture’ where business inputs are expensive relative to local income. The market has consolidated into a duopoly consisting of Africa World Airlines and PassionAir. Analysts suggest that stagnant capacity despite rising passenger demand has created a supply shortage, exerting upward pressure on prices.

In response to public frustration, the Ghana Civil Aviation Authority (GCAA) has reiterated that the industry is fully deregulated. Director General Rev Stephen Wilfred Arthur clarified that the authority lacks the mandate to cap fares, as prices are determined by market forces. The GCAA’s role is limited to investigating anti-competitive practices or price collusion. To foster competition, the GCAA is overseeing the certification of at least two new airlines, which could enter the market by 2027.

Economist Professor Peter Quartey has further attributed high airfares to a limited aviation market, low consumer incomes, high taxes, fuel prices, and the cost of borrowing. Quartey noted that Ghana’s market lacks the scale and competition found in larger neighbors like Nigeria. He also observed that lower income levels compared to nations like South Africa force most citizens to rely on road transport, such as buses or ‘trotros’, rather than flying.
