Ghanaian energy officials have initiated a series of measures to stabilize the national power sector and meet upcoming energy and oil refining targets. Initially, the Minister for Energy and Green Transition, Dr. John Abdulai Jinapor, called for increased accountability among ministry agencies to ensure the delivery of 2027 goals, noting that national electricity access had reached 89.13 per cent.

To prevent supply interruptions, the government has moved to address payment arrears by increasing payments to Independent Power Producers (IPPs) from approximately 40% to nearly 100% of their monthly bills. This follows threats from IPPs to reduce generation due to unpaid debts. To fund these payments, the government has implemented intensive revenue mobilization and utility reforms, despite some public dissatisfaction.

Additionally, Ghana is pursuing international cooperation to support its energy transition. This includes seeking investment in renewable energy, supply chains, and green hydrogen, with officials participating in international summits to address infrastructure and financing gaps.
