Sources: 5. Developments: 2. Ghana’s Minister for Communication, Digital Technology and Innovations, Sam George, announced plans to develop a national data exchange hub to integrate artificial intelligence into public administration. The project aims to connect 48 different public data registries—including the Ghana Health Service, the National Identification Authority, and the Ghana Police Service—to create a single, interoperable backbone for information sharing. The initiative is designed to facilitate evidence-based planning and resource allocation by allowing policymakers to use ‘hardcore data’ to prioritize critical needs. To support this, the National Information Technology Agency (NITA) will introduce standards for uniform data classification. In discussing the implementation, the Minister raised concerns regarding data sovereignty and the risks of using foreign cloud providers. He cautioned that contractual assurances from companies such as Google and Amazon Web Services might not prevent data access under the U.S. Cloud Act, which he noted can supersede private agreements, particularly regarding sensitive information like health records. ## Timeline ### 2026-10-21: Ghana Minister announces national data exchange hub Ghana's Digital Technology Minister announced a national data exchange hub to connect 48 public registries and warned that foreign cloud provider agreements may not guarantee data sovereignty under the U.S. CLO 5 sources. https://clstr.news/cluster/ghana-minister-announces-national-data-exchange-hub ### 2026-10-18: Sam George announces national data exchange hub for AI planning Ghana's Minister for Communication, Sam George, unveiled a plan to connect 48 government data registries via a national hub to enable AI-driven, evidence-based national planning and resource allocation. 2 sources. https://clstr.news/cluster/sam-george-announces-national-data-exchange-hub-for-ai-planning --- Cite as: Ghana national data exchange hub initiative.
