In October 2026, the Fair Wages and Salaries Commission (FWSC) initiated consultations for the 2027 national base pay. Organized labour groups, including the Ghana Medical Association, sought significant increases to combat high living costs and diminished purchasing power despite slowing inflation.

By late October, the Government of Ghana and organized labour reached a two-year remuneration agreement for public sector workers under the Single Spine Salary Structure (SSSS). The deal, effective from January 1, 2027, to December 31, 2028, mandates a 9 per cent total remuneration increase in 2027 (comprising an 8-percentage-point base pay rise and a 1-percentage-point allocation for conditions of service) and a 10 per cent base pay increase in 2028. The agreement includes an inflation protection mechanism: if December 2027 inflation exceeds 16 per cent, the negotiating committee will reconvene to review the 2028 adjustment.

While Finance Minister Dr. Cassiel Ato Forson stated the agreement recognizes worker contributions while maintaining fiscal sustainability, the Minority Caucus on Employment, Labour Relations and Pensions rejected the deal as inadequate due to rising electricity, water, and transport costs.

By early November, concerns regarding the sustainability of the agreement emerged. Economist Dr. Theo Acheampong noted that the real value of the raise depends on price stability, highlighting that the public sector wage bill consumes between 25% and 36% of total government expenditure. Jacob Anaba, President of the National Association of Graduate Teachers (NAGRAT), suggested organized labour may reopen negotiations if food and fuel costs continue to rise, criticizing the uniform percentage increase for failing to adequately support low-income earners.
