The GRA clarified that there is no automatic rule or statutory limit on the number of phones a traveler can bring duty-free. Technical Advisor Elsie Appau-Klu noted that the Commissioner’s previous mention of two phones was intended as an illustration of personal use rather than a regulation, stating, “there is no law that says two phones and no more.”

Customs officers are instructed to assess cases individually to determine if items are for personal use or intended for commercial resale. This assessment considers factors such as whether the devices are in commercial packaging, their condition, and the total quantity of similar items. Travelers must still adhere to airport protocols, using the green channel for items with nothing to declare and the red channel for goods that must be declared.
