Ghana Water Ltd (GWL) completed maintenance on the Kpong–Tema transmission pipelines on August 8, 2026, after replacing over 300 metres of deteriorated sections. While production at the Kpong Treatment Plant has resumed, Managing Director Adam Mutawakilu noted that a full return to normal supply would not be immediate due to the time required to rebuild operating pressure in reservoirs and lines.

Despite recent infrastructure repairs, the utility faces severe systemic challenges. Managing Director Mutawakilu reported that while 18.5 million people rely on the utility, only approximately one million are registered paying customers. This discrepancy is driven by single accounts covering multiple tenants and high rates of illegal connections, which account for 78% of the company’s non-revenue water (NRW) losses. Currently, 47.6% of daily output—roughly 219 million gallons—does not generate revenue. These losses stem from billing gaps and aging metallic pipes, particularly in the Weija and Accra areas, some of which date back to the 1960s.

A report by the Public Utilities Regulatory Commission (PURC) revealed that GWL recorded an NRW rate of 49.2% during the first quarter of 2026, exceeding the national regulatory benchmark of 43%. While national water production rose by 1.0% year-on-year, water sales grew by 3.7%. Of GWL’s 13 operational regions, only the Central, Upper West, and Brong Ahafo regions met the regulatory benchmark. The Western Region reported the highest loss rate at 66.1%, followed by Accra West at 57.2% and Tema at 56.8%.
