President John Dramani Mahama has initiated several programs aimed at expanding and supporting Ghana’s security services. On October 12, the President announced a plan to recruit approximately 40,000 young Ghanaians into security agencies between 2025 and 2028 to address youth unemployment. This follows a 2025 recruitment cycle that brought 12,000 personnel into the armed forces, police, immigration, prisons, and fire services. The plan faced criticism from Dr. Frank Bannor of the New Patriotic Party, who questioned the financial sustainability of the recruitment and called for a revenue mobilization plan to avoid increasing national debt.

To support officer welfare, Mahama commissioned the Christian Tetteh Yohuno Ward Complex, a new 85-bed ward at the Ghana Police Hospital in Accra, which includes the donation of two new ambulances. He also directed the allocation of GH¢300 million in the 2027 budget for the construction of 250 new police apartments to reduce barracks congestion. Regarding operational capacity, the government is procuring additional body armor and is set to deliver a second batch of 40 armored vehicles, following an initial delivery of 50. The President also commended the Ghana Police Service and Inspector-General of Police Christian Tetteh Yohuno for improvements in public safety, citing a decline in highway robberies and unresolved murders.

In addition to security and welfare, Mahama addressed the environmental impact of illegal mining, known as ‘galamsey’. He announced a ‘New Economy Policy’ designed to create alternative livelihoods for youth driven to illegal mining by economic hardship. During these discussions, Asantehene Otumfuo Osei Tutu II warned that unemployment should not justify the destruction of water bodies and lands, while business leader Sir Sam Jonah noted that polluted rivers have become ‘the colour of chocolate milk’.
