Following a Russian launch of a nuclear-capable intercontinental ballistic missile (ICBM) from the Plesetsk military space base, United Nations Secretary-General António Guterres called for a global ban on nuclear testing. Guterres stated that such tests “destroy trust, fuel nuclear arms races, and betray every community still living with the legacy of past nuclear tests,” urging nations to implement the Comprehensive Nuclear-Test-Ban Treaty (CTBT).

In response to rising geopolitical tensions, the United Nations has warned that the failure of several nations to ratify the CTBT could trigger a new global arms race. While 179 governments have ratified the treaty, it has not officially entered into force because several key countries have not done so. Specifically, the United States, China, Iran, Egypt, and Israel have signed but not ratified the treaty, while India, Pakistan, and North Korea have neither signed nor ratified. Additionally, Russia revoked its ratification in 2023.
