Governments globally are advancing Extended Producer Responsibility (EPR) frameworks to manage packaging waste and promote circular economies.

In Australia, the government is drafting reforms to tighten the national packaging framework to address inconsistent reporting and accountability. This movement is supported by a private senator’s bill proposing a national EPR scheme.

In the United States, seven states—Colorado, Oregon, California, Washington, Minnesota, Maryland, and Maine—have enacted EPR packaging laws. These regulations require manufacturers to register with a Producer Responsibility Organization (PRO), with the Circular Action Alliance (CAA) currently serving as the sole PRO for these states. While Colorado and Oregon have implemented producer fees, other states are in the reporting phase. In Oregon, a federal judge recently upheld the state’s Plastic Pollution and Recycling Modernization Act (RMA) against constitutional challenges, ruling that the program serves legitimate environmental and public health purposes.

In Canada, the City of Red Deer is expanding its recycling program as part of an EPR initiative. Effective October 1, the blue cart recycling list will include plastic bags, foam packaging, aluminum foil, aerosol cans, and paper laminates. Circular Materials, a non-profit, assumed management of community recycling programs in April 2025 and is expected to take full control of local recycling by April 2027.

In Indonesia, the Ministry of Environment and Forestry enforces Permen LHK No. P. 75/2019, requiring producers in the manufacturing, retail, and food and beverage sectors to create waste reduction roadmaps.

In Egypt, the government is advancing plans to implement an EPR system under Waste Management Law No. 202 of 2020. Producers and importers will be required to report the volumes of packaging materials placed on the market via the National System for Waste Information and Data Management (WIMS) electronic platform.
