UN Refugee Chief Barham Salih has highlighted the escalating global displacement crisis, noting that over 117 million people have been forced to flee their homes due to conflict, violence, and persecution. Addressing the UN Security Council, Salih emphasized that peace is the only durable solution, citing major crises in Sudan, Congo, and Ukraine, as well as long-term displacement in Western Sahara. He also noted a significant decline in global humanitarian funding, which reportedly dropped by 30% between 2022 and 2025.

During his official visit to Mexico from September 26 to 29, Salih has been working to evaluate the country’s refugee integration models and strengthen the national asylum system through technical cooperation. His itinerary included meetings with officials from the Ministries of Foreign Affairs and the Interior, as well as a scheduled reception by Mexico City Mayor Clara Brugada. Salih also visited Aguascalientes to observe how refugees are integrating into the automotive sector.

UNHCR data indicates that Mexico has become a significant destination, receiving over 175,000 people seeking international protection over the last decade. Recent 2025 statistics show a large portion of asylum seekers originated from Cuba, Venezuela, Haiti, and Honduras.

To mark the 75th anniversary of the 1951 Convention Relating to the Status of Refugees, the Mexican Senate held a solemn session in Salih’s honor on September 29. During this session, Salih commended Mexico for establishing a “robust legal framework for asylum and refugee protection.” He specifically highlighted successful integration programs that allow displaced individuals to access labor markets. In response, the Mexican Senate committed to reviewing and strengthening the Law on Refugees, Complementary Protection, and Political Asylum, while pledging to support the Mexican Commission for Refugee Assistance (COMAR) and ensure legislative mandates are backed by sufficient institutional capacity.
