In Yemen’s Abyan governorate, local authorities have transitioned from enforcing land-use regulations to advancing infrastructure and humanitarian development. 

Initially, Governor Mukhtar bin Al-Khidr al-Rabash ordered the demolition of an unlicensed gas station structure near a university campus in Zinjibar to protect public property and enforce building laws. 

Subsequently, the governorate has focused on the Sarar General Water Project, with engineering teams conducting geophysical surveys in the Sarar District to locate sites for two new artesian wells. Additionally, the governor has engaged with the Al-Khair Coalition for Humanitarian Relief to expand aid programs covering water, sanitation, food security, health, and education for vulnerable populations.
